All garbage accumulated in the city shall be collected, conveyed and disposed of by the city under the supervision of the superintendent of streets. The city council shall establish regulations concerning the days of collection, type and locations of waste containers and such other matters pertaining to the collection, conveyance and disposal as the council finds necessary, and to change and modify the same after notice as required by law.
