4-1-5: DUMPING GARBAGE AND OTHER DEBRIS:

It is unlawful for any person or persons to dump or leave any garbage, dead animal or other debris or refuse in or upon any street, thoroughfare or alley of this municipality, or in or upon any municipal recreational property. (1975 Code § 10.04.660)
