Every person or corporation owning, occupying or controlling premises within the city upon which there is a well or cistern, either in use or abandoned, shall at all times, except when necessary to open it, keep such well or cistern covered with a substantial cover so that it cannot be opened by children who might be attracted to such well or cistern.
