The law enforcement agency shall make diligent inquiry and examination as to all persons in the city liable to pay licenses as required in this chapter and shall aid the city finance officer in collection of all license fees required by this chapter and make personal demand at the request of the city finance officer therefor and report all parties delinquent to the city finance officer and the city council.
