2-1-5: CHANGES IN DISTRICT REGULATIONS, RESTRICTIONS AND BOUNDARIES:
Changes in the regulations, restrictions and boundaries of districts may be made only by the council in the manner designated by the state law. (1975 Code § 2.16.010)
