1-10-2: IMPLEMENTATION:
   A.   Merit And Qualification: All city officials and supervisory personnel shall recruit, appoint, assign, train, evaluate, and promote personnel on the basis of merit and qualification without discrimination.
   B.   City Government Employment: Affirmative action shall be taken to ensure the implementation of the policy in city government employment. All city departments shall:
      1.   Promulgate written directives to carry out this policy and to guarantee equal employment opportunities;
      2.   Regularly review their personnel practices to assure compliance; and
      3.   Conduct continuing orientation and training programs with emphasis on human relations and fair employment practices.
   C.   Equal Employment Opportunity Officer: The mayor or his appointee who shall be subject to approval by the city council shall act as the equal employment opportunity officer for the city. The equal employment opportunity officer shall have the following responsibilities:
      1.   To ensure the affirmative action plan for the city is implemented;
      2.   To establish goals to be met by the departments of the city in city government employment; and
      3.   To establish objectives for the departments of the city to follow in meeting the goals for city employment. (1975 Code § 2.52.020)
