11-4-1: PURPOSE:

The purpose of this chapter shall be to generate sufficient revenue to pay all costs for the operation and maintenance of the complete wastewater system. Insofar as practicable, the costs shall be distributed equitably to all users of the wastewater system. (1975 Code § 13.24.010)
