A. Fee Users: Only those individuals who have paid the required fee for camping at Williamson park may be within the confines of Williamson park between the hours of ten o'clock (10:00) P.M. and eight o'clock (8:00) A.M.
B. Nonfee Users: All nonfee users shall be excluded from the confines of Williamson park between the hours of ten o'clock (10:00) P.M. and eight o'clock (8:00) A.M. and shall, therefore, vacate the park by ten o'clock (10:00) P.M. and shall not return prior to eight o'clock (8:00) A.M.
