The construction or repair of sidewalks, curbs and gutters or any combination thereof as provided in section 9-1-2 of this chapter shall be done by the city, or it can be done by contract, the same to be let to the lowest responsible bidder and in accordance with the specifications prepared by the authorized representative of the city council.
