7-5-4: OPERATION AND ROUTE DESIGNATIONS:
   A.   Controlled Access Highway Or Facility: No person shall operate a snowmobile upon a controlled access highway or facility.
   B.   Express Permission Required: No person shall operate a snowmobile in the city on any private or public property, including all parks, playgrounds and designated streets, other than the areas defined in this chapter, without the expressed permission of the owner of the property.
   C.   Sidewalks, Boulevards, Driveways Or Parking Lots: No person shall operate a snowmobile on any sidewalks, boulevards, driveways or parking lots except for the purpose of directly removing from or returning a snowmobile to its place of storage.
   D.   Operation Prohibited: It is forbidden to operate a snowmobile on the following city streets:
      1.   Main Street, U.S. Highway 2 or Roosevelt Highway;
      2.   Front Street;
      3.   Oilfield Avenue;
      4.   Sixth Avenue North and South; (1975 Code § 10.20.040)
      5.   First Avenue Southeast; (Ord. 797, 9-21-2009)
      6.   The viaduct and its access roads;
      7.   All streets and avenues abutting property occupied by hospitals, nursing homes, convalescent homes or housing for the elderly.
   E.   Crossings: A snowmobile may make a direct crossing of a street or highway where such crossings are necessary to get to another authorized area of operation. All crossings by snowmobiles shall be made at an angle of approximately ninety degrees (90°) to the direction of the street, and a place where no obstruction prevents a quick and safe crossing. The snowmobile shall make a complete stop before entering upon any part of the highway, street or road, and the operator shall yield the right of way to oncoming traffic.
   F.   Headlights; Taillights: No snowmobile shall be operated upon a public street or highway when permitted to do so by this chapter, unless equipped with at least one headlamp and one taillamp, which shall be lighted at all times during such operation, and unless it is equipped with a suitable braking device which may be operated by either hand or foot.
   G.   Curfew: No snowmobiling shall be done between the hours of ten o'clock (10:00) P.M. and seven o'clock (7:00) A.M. except in going to and returning from a ride.
   H.   Persons Under Sixteen: No person under the age of sixteen (16) years shall operate nor shall any snowmobile owner knowingly authorize any person to operate a snowmobile on any public street or property in the city.
   I.   Riding On Streets: All snowmobile operators within the city shall be as far to the right side of the street as possible, and shall yield the right of way to all pedestrians and vehicular traffic, and shall ride in single file if there is more than one snowmobile, on all streets and roadways.
