7-1-3: TRAFFIC CONTROL DEVICES:
   A.   Obedience To And Required Traffic Control Devices:
      1.   Obedience Required: The driver of any vehicle shall obey the instructions of any official traffic control device applicable thereto placed in accordance with the provisions of this title, unless otherwise directed by a law enforcement officer, subject to the exceptions granted the driver of an authorized emergency vehicle in this title.
      2.   Enforcement; Improperly Placed Or Illegible Sign: No provision of this title for which signs are required shall be enforced against an alleged violator if, at the time and place of the alleged violation, an official sign is not in proper position and sufficiently legible to be seen by an ordinarily observant person.    B.   Interference: No person shall, without lawful authority, attempt to or in fact alter, deface, injure, knock down or remove any official traffic control device or any railroad sign or signal or any inscription, shield or insignia thereon, or any part thereof. (1975 Code § 10.04.230)
   C.   Traffic Signs, Markers, Signals And Devices: No owner or operator of a motor vehicle shall operate or drive such vehicle upon the streets, avenues and alleys of the city except in accordance with all of the ordinances, rules and regulations of the city, and in accordance with all signs, markers, traffic signals and devices erected or maintained by authority of the city council.
