1-4-4: ARRESTS:
   A.   Definitions: As used in this section, unless the context otherwise indicates:
    ARREST: Taking, under real or assumed authority, custody of another for the purpose of holding or detaining him to answer a criminal charge.
   CRIME: An act committed or omitted in violation of a law forbidding or commanding it; a term of broad and general import, including both felonies and misdemeanors, and hence covering all infractions of the criminal law. (1975 Code § 1.24.010)
   B.   Authority To Arrest: It is the intention of the city council to grant authority to the city law enforcement agency to make arrests within five (5) miles of the city limits, and along the line of water supply of the city, if the person or persons to be arrested has/have committed a crime within the hereinabove described area.
