A violation of this chapter, or plan approved under this chapter or order issued under this chapter shall constitute a misdemeanor. Any person who shall violate any of the provisions of this chapter shall, upon conviction, thereof, be punishable as provided in section 1-4-1 of this code. Each day the violation is in existence may be considered a separate violation. Any court or judge before whom there may be pending any proceeding for the violation of any of the provisions of this chapter, in addition to any fine or other punishment which it may impose for such violation, may order such nuisance abated.
