The city of Shelby may take any action necessary to enforce this chapter so that only those persons who have paid the applicable fee for use of the city of Shelby landfill are using such landfill including, but not limited to, a card key system for entering the landfill. In addition, the city of Shelby reserves the right to revoke the privilege of using the city of Shelby landfill from any non-city of Shelby resident or business for any reason. In the event that such revocation occurs, the city of Shelby may, in its discretion, make any refund it believes is warranted under the circumstances to the person or business so affected.
