(a) The Division of Health or its designated agent shall inspect all mobile homes initially when they are installed in the city and also when they are moved to determine that all connections and disconnections have been properly made to the sanitary sewerage system.
(b) An inspection fee of $15 shall be charged and payable to the Director of Finance and Public Record for each such inspection.
