All fences, awning frames or other projections constructed, suspended, hung or placed within, on or above any sidewalk in violation of any of the provisions of this chapter shall, within 30 days after notification by the Mayor, be removed by the owner of the construction; and in case of neglect or refusal on the part of the person so notified, the same shall be done by the city at the expense of the owner thereof, and the expense of the removal certified for collection from the owner. This remedy shall be in addition to the penalties provided in § 1476.99.
