§ 1476.02 TEMPORARY OBSTRUCTIONS; PERMIT REQUIRED.
   Any person desiring to erect, construct or repair any building or structure in the city and desiring or intending to temporarily blockade the sidewalk, street or alley abutting upon the property during the construction or repair, shall apply to the Mayor for a permit to blockade the sidewalk or alley. Upon the granting of such permit, not more than one-half of the sidewalk and one-third of the street or alley shall be so occupied and a free and unobstructed passage not less than two feet wide shall be kept open on or adjacent to the sidewalk at all times. The gutters shall at all times be kept open for the free and unobstructed passage of water therein. When the construction or repairs are completed, all materials and debris must be at once removed from the sidewalk, street or alley.
