When any person desires to move any structure or building across any sidewalk, street, highway or public place within the city limits, he or she shall apply to the office of the Mayor for a permit for that purpose, and, before the same is issued, shall pay a fee of $50. There shall be no fee for moving a structure from one location to another when no public ground is traversed. The responsibility for complying with the provisions of this chapter shall rest primarily with the owner of the real property to where the structure or building is being moved.
