(a) The provisions of § 1470.09(a) shall not be construed so as to permit a violation of the Zoning Code or other ordinances of the city.
(b) Notwithstanding the provisions of the Zoning Code or any other ordinance of the city as pertains to the valid period of a building permit, any building permit secured which will make use of the foundation or slab referred to in § 1470.09(b) shall require the beginning of construction within 30 days of its issuance.
