(a) In the front yard and/or that part of a side yard that abuts a street, no person shall erect a fence except an ornamental fence.
(b) In side yards and side yard portions of back yards, no person shall erect a fence with a height greater than 42 inches. In addition, reasonable pedestrian and/or traffic visibility for the first 15 feet of any driveway and/or the first 30 feet of any roadway or public thoroughfare shall be provided.
