No person shall construct a chain link or wire mesh fence in a Residential District, as set forth in the Zoning Code, unless the barbs and the unfinished and sharp edges on the fence are pointing toward the ground. The top edges of all metal fences constructed, erected or maintained in any Residential District shall be of a smoothly finished, continuous material.
