No person shall construct or erect a fence or ornamental fence without first obtaining a permit form therefor from the city, which form, when filed, shall be accompanied by a diagram showing the location, size, style and type of proposed construction. No fence permit shall be approved without the applicant furnishing proof that property monuments are in place. Fees for fence permits shall be as provided in Chapter 1442. The city is hereby authorized to issue fence permits where the applicant is in full compliance with the provisions of this chapter. Fences on corner lots and other lots of unusual shape, or where unusual conditions exist, as determined by the Zoning Inspector, may be submitted to the Planning Commission for consideration and approval.
