Hedges, shrubs and/or other vegetation used to enclose, border or otherwise delineate front yards, rear yards, side yards or portions thereof, shall be maintained in the same manner as constructed fences, with respect to aesthetics, heights and distances from public rights-of-way, and in a manner not detrimental to the public health, safety and welfare. No permit is required for the vegetation.
