(a) The City Building Inspector is hereby authorized and directed to inspect the improvement of any dwelling or structure by the installation of new aluminum, vinyl, metallic, asbestos or any other siding.
(b) A permit for the installation of any new aluminum, vinyl, metallic, asbestos or any other siding upon any dwelling or structure shall be required and the same shall be obtained from the Building Inspector at the cost of $5. However, if the installation of any of the aforesaid siding is part of new construction for which a permit has already been obtained, there shall be no additional charge for the inspection of the siding.
(c) For purposes of this section, new vinyl, aluminum, metallic, asbestos or any other siding shall be any siding which is being newly installed upon a dwelling or structure and not necessarily new in its origin.
