§ 1442.01 PERMIT REQUIRED; TIME LIMIT; APPROVAL OF PLANS; INSPECTION; CERTIFICATES OF OCCUPANCY/USE; POSTING OF LIVE LOADS.
   (a)   No person shall build, enlarge, alter or move any building or structure in the city without first obtaining a permit therefor from the city and without first submitting a plan of the proposed work, together with a statement of the materials to be used. A permit must be secured by the owner of the property before any work is begun. The authority granted by the permit shall terminate upon issuance of a certificate of occupancy/use, or two years from the date of issuance, whichever event first occurs.
   (b)   No building permit shall be issued for any type of business, apartment or multi-residence unit building inside the corporate limits of the city, or any structure of any kind within the fire limits, until building plans and site plans, including plans for surface water drainage and vehicular parking, have been submitted to and approved by Council.
   (c)   Upon completion of construction, or no later than two weeks after the termination of the building permit, the City Building Inspector shall conduct an inspection. The Building Inspector shall issue a certificate of occupancy/use to the property owner if the construction as proposed by the plans has been completed in accordance with the Ohio Building Code and/or any other rules or regulations of the state or city applicable to the construction. The Building Inspector shall examine the entire structure, including but not limited to framing, siding, roofing, gutters, windows, doors, foundation, backfill and yard grading. Occupancy or use without this certificate shall be a violation of this chapter.
   (d)   The live load for which each floor, or part of a floor, of any business building or storage building is designed and approved, shall be conspicuously posted in that part of the story or building to which it applies.
