§ 1250.05 STAGING OF RESIDENTIAL PLANNED DEVELOPMENT.
   Each stage of a planned unit development must be so designated as to stand independently of future related stages in the event future stages are not constructed. The construction and provision of all of the common open spaces and public and recreational facilities, which are shown on the final development plan, must proceed at the same rate as the construction of dwelling units. The City Planning Commission shall not approve the final development plan for any stage of the planned unit development unless the average of the allowable dwelling units per stage, up to and including the stage which is to be approved, does not exceed, by more than 10%, the average number of dwelling units per stage which is allowable for the entire planned unit development.
