The provisions of these Regulations shall supplement any and all laws of the state, ordinances of the city or county and any and all rules promulgated under authority of such laws relating to the purpose or scope of these Regulations. When the requirements of these Regulations differ from the requirements of any other lawfully adopted rules, regulations or ordinances, the more restrictive requirement shall apply.
