For the purpose of this Part Twelve, the City Planning Commission shall have the following duties:
(a) Initiate proposed amendments to the Zoning Code, including both changes in the text or changes of the use district of any parcel of land;
(b) Review all proposed amendments to the Zoning Code in accordance with § 1260.05 and make recommendations to City Council, including both changes in the text or changes of the use district of any parcel of land, whether initiated by City Council or initiated by any owner or lessee of the land in question;
(c) Review all planned unit developments in accordance with Chapter 1290 and make recommendations to City Council;
(d) Review all site plans whenever specifically required elsewhere in the Zoning Code; and
(e) Review any site plan for any development when deemed necessary by the Zoning Inspector, particularly where such development would result in an increase in impervious surface in the lot or an increase in the need for off-street parking, or would have an impact on traffic flow or circulation in the immediate area.
