(a) No person shall hunt or discharge firearms on any city reservoir or on any land or facilities adjacent or contiguous thereto.
(b) Trapping may be permitted if conditions warrant that animals are causing harm to the dikes of the reservoir, provided that a person applies for and receives and carries upon his or her person a written permit therefor from the Director of Public Safety. The Director shall determine the number of trappers permitted and shall also determine who will be issued a permit.
