§ 1060.01 PERMIT REQUIRED FOR TRANSPORTING CERTAIN WASTES.
   (a)   No person shall remove, transport or convey any night soil, swill, the contents of any privy vault or box, sink or cesspool or other filth or offensive substances or liquids from, through or into the city without first obtaining a permit to do so from the Health Commissioner, and unless the same is in an airtight vessel that shall prevent the contents from emitting nauseous vapors, odors or gases.
   (b)   No vehicle for the removal of such substances shall be allowed to stand, except while loading, in any public street, alley, lane or public grounds of the city and the substances shall not be deposited on any land or buried within the city limits unless a permit is obtained for that purpose from the Health Commissioner for that purpose.
