For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
(a) "City." The City of Shelby, Ohio.
(b) "Council." The Council of the City of Shelby.
(c) "Customer." An individual, partnership, corporation, or other legal entity receiving one class of service through one meter at one structure at one location, subject to these rules and regulations.
(d) "Landlord/customer." The owner of the structure and/or location where a customer is taking service, if the owner is different from the end user of service and the owner is responsible for payment of the electric bill for the structure and/or location.
(e) "Month." The elapsed time between two successive meter readings, approximately 30 days apart.
(f) "Utility." The Division of Electricity and Telecommunications of the city.
