If an owner of lots and lands changes the use of his or her property to the degree that a change in classification as outlined in § 1044.02 is appropriate, it shall be his or her duty to notify the Director of Public Service of the change. The city shall reserve the right to make adjustments to the sewer charges retroactive to the date of change in usage.
