Funds received from the users of the city sewerage system shall be used for the payment of the costs and expenses of management, maintenance and repair of the sewage treatment works and for the repair and maintenance of the sewerage collector system. Any surplus funds shall be put into the Maintenance and Capital Improvement Account.
