If any business is not covered by the classification provided in § 1044.02, the Director of Public Service shall classify the business, and within 30 days from the classification, the business affected may file a written appeal to an appeals board consisting of the Director of Public Service, the Director of Law and the Vice-President of Council. The appeals board shall review the facts and within 30 days either affirm or reclassify the classification or rate and the decision of the board shall be final.
