§ 1042.20 PHOTOGRAPHS REQUIRED.
   (a)   The Director of Public Service is hereby directed, prior to final approval of any newly installed sewer system and/or reconstructed sewer, to require that all contractors cause to be made one set of internal photographs of all house lateral connections. In addition, photographs shall be taken at 20-foot intervals along the main line of the entire system installed, both sanitary and storm, at the completion of the project, showing thereby that the sewer system has been constructed according to sound engineering standards and that the system is free of defects and accumulations of foreign substances and that the passage and flow of sewage and storm water are free and clear. All such photographic work shall be done in the presence of the City Engineer or his or her authorized representative and the photographer shall also submit a statement of his or her findings as to the condition of the sewers.
   (b)   Upon inspection of the photographs and review of the photographer's statement and upon the City Engineer finding that the sewer is free and clear of all foreign substances and is of sound workmanship, the Director of Public Service is hereby authorized to approve the same as a final inspection, placing in safekeeping all photographs for future reference.
   (c)   The cost of the photography and photographs shall be paid entirely by the contractor or developer of the land and/or sewer system and the photographs shall remain the property of the city.
