§ 1042.10 SEWER BUILDER TO BE REGISTERED.
   (a)   No person shall engage in the business of making connections to the city sewers or drains or lateral connections, or making repairs thereto within the city, unless he or she has registered the business in the city. The registration shall not be approved until the applicant has paid a registration fee of $50 for the first year or $25 for a renewal each year after, and has filed with the Director of Public Service evidence of the following:
      (1)   Compensation insurance. The applicant shall procure and shall maintain during the life of his or her registration worker's compensation insurance as required by applicable state or territorial law for all of his or her employees to be engaged in the business of making sewer connections in the city. In case any class of employees engaged in hazardous work is not protected under the worker's compensation statute, the applicant shall provide adequate employer's liability insurance for the protection of such of his or her employees as are not otherwise protected.
      (2)   Contractor's public liability and property damage insurance and vehicle liability insurance. The applicant shall procure and shall maintain during the life of his or her registration contractor's public liability insurance, contractor's property damage insurance and vehicular liability insurance in the following amounts: public liability insurance in an amount not less than $250,000 for injuries, including accidental death to any one person, and subject to the same limit for each person, in an amount not less than $500,000 on account of one accident, and contractor's property damage insurance in an amount not less than $500,000.
   (b)   The Director of Public Service shall keep up-to-date files of registered sewer diggers, with the addresses of their places of business. Should a registered sewer digger change the location of his or her place of business, he or she shall file notice of the change with the Director of Public Service and the latter shall cause the record to be amended accordingly. Notice of city instructions or orders shall be communicated to a sewer digger by written notice to be mailed to him or her by certified mail at the address on file.
   (c)   If any registered sewer digger violates the provisions of any ordinance, rule or regulation relating to the making of sewer connections, or fails or refuses to perform any of the duties imposed on him or her by ordinance, resolution, rule or regulation, the Superintendent of Wastewater Treatment and Sewers, with the advice of the Director of Law, shall be authorized to revoke his or her registration, and the sewer digger shall receive the notice by certified mail.
