§ 1042.06 RESPONSIBILITY FOR COSTS.
   (a)   Owner. The house sewer lateral, also called "building sewer lateral" or "house lateral connection" or "connecting lateral sewer", extending from a building drain to the public sewer, including wye connection fitting, is considered the private property of the owner of the premises being served and all construction, installation and maintenance costs of same shall be the responsibility of the owner.
   (b)   City. All public sewers, defined as those having house sewer laterals connected to them, branch sewers, main sewers and interceptor sewers are public property and all costs for maintaining same are the responsibility of the city.
