§ 1042.01 REGULATIONS GENERALLY.
   (a)   These rules and regulations shall apply to the sanitary sewage collection system constructed within and/or without the corporate limits of the city. Such rules and regulations shall apply from a location at a clean-out directly inside the inner face of the building wall of each home, building or structure and shall include house sewer laterals, trunk sewers and interceptor sewers.
   (b)   The objectives of this chapter are:
      (1)   To establish a uniform written policy for the control, financing and management of the city sanitary sewerage system and for the guidance of all users of same;
      (2)   To prevent the introduction of pollutants into the city wastewater system which will interfere with the normal operation of the system or contaminate the resulting municipal sludge;
      (3)   To prevent introduction of pollutants into the city wastewater system which do not receive adequate treatment in the POTW, and which will pass through the system into the receiving waters; and
      (4)   To improve the opportunity to recycle and reclaim wastewater and sludge from the system.
