(a) All property owners and/or their authorized custodians are hereby required to file an application with the Shade Tree Commission for permission whenever planting, removing or major trimming, which alters the general appearance or landscape of the area, of trees, shrubs or hedges upon the public right of way.
(b) All planting, removing or major trimming of trees and shrubs shall be in compliance with § 1026.01.
(c) Application for the permits shall be made available to the public through the Clerk of Council's office.
