§ 1022.01 PRIVATE DRIVEWAYS UPON IMPROVED STREETS.
   (a)   No person shall construct or attempt to construct or permit or cause to be constructed any private opening or driveway in, upon, and to any street or avenue improved, or in the process of being improved, with paving and curbing in the city without first having obtained the written consent of the Superintendent of the Service Department to do so, nor otherwise than in the manner and form adopted and approved by the City Engineer.
   (b)   Minimum construction requirements.
      (1)   Asphalt driveways. Six inches of ODOT (Ohio Department of Transportation) 304 compacted limestone aggregate base course. Three inches of ODOT 448 Type 1 Asphalt.
      (2)   Concrete driveways. Four inches of ODOT 304 compacted limestone aggregate base course, Six inches of ODOT 452 Plain Portland cement concrete.
