§ 1020.02 ESTABLISHMENT OF LEGAL GRADE PRIOR TO INSTALLATION OF UTILITIES AND SIDEWALKS.

No person shall install any utilities or construct a sidewalk on or beneath any street within the city until a legal grade for the street has been established by proper action of Council.
