(a) The owner, whether operating by a taximeter or by a zone plan, shall file a schedule of his or her own rates of fare, as hereinbefore provided, and no owner or driver shall charge a higher rate of fare than the one so filed without first obtaining the approval of Council therefor.
(b) Nothing herein contained shall preclude the owner or driver from making a special hourly rate with the passenger who expects to use the service for more than an hour at a time.
