§ 850.12 REQUIREMENTS FOR DRIVERS.
   (a)   No person shall drive a public vehicle unless he or she has been licensed to drive a motor vehicle by the state and is:
      (1)   At least 18 years of age;
      (2)   Of sound physique, with good eyesight and not subject to epilepsy, vertigo, heart trouble or any other infirmity of body or mind which might render him or her unfit for the safe operation of a public vehicle;
      (3)   Able to read, write and speak the English language; and
      (4)   Clean in dress and person, of good moral character and not addicted to the use of intoxicating liquors or drugs.
   (b)   The Director of Public Service shall issue a driver's license to any person complying with the above provisions and may renew the license from year to year by endorsement thereon.
