The Director of Public Safety shall report the application for a certificate of necessity to Council. Council shall thereupon set a date for a public hearing upon the application and shall cause a notice of the public hearing to be published in a newspaper of general circulation in the city at least one week prior to the date of the hearing. It shall be the duty of the Director to investigate the statements contained in the application and to report his or her findings and recommendations to Council before the date of the hearing.
