§ 850.02 CERTIFICATE OF NECESSITY AND LICENSE TO OPERATE REQUIRED.

No owner shall operate a public vehicle within or from the city unless he or she is the holder of a certificate of necessity and a license to operate issued pursuant to the provisions of this chapter.
