(a) The provisions of this chapter shall apply to all properties within the city that include an occupied or unoccupied residence or place of business.
(b) Properties within the city, which do not include a residence or place of business and have road frontage, shall comply for at least 25 feet from the edge of the road.
(c) Properties within the city, which do not include a residence or place of business and are more than 25 feet from the edge of a road or without road frontage, may be granted a variance by the Safety/Service Director requiring routine mowing once a month from April 1 to October 31.
