(a) The deliberate or unintentional disposal of grass clippings, brush, fill, trash, debris, obstructions or unwanted materials into storm sewers, ditches, streams, rivers or retention basins that regularly or periodically carry surface water runoff, or within or along banks of man-made or natural watercourses, or in adjacent floodplain areas, which may wash into streams and sewers, is prohibited.
(b) The Director of Public Service or his or her designee shall be permitted to enter upon all properties for the purpose of inspection, observation and measurement in accordance with the provisions of this section.
(c) Whoever violates this section shall be served by the city with written notice stating the nature of the violation and providing ten days for the satisfactory correction thereof. The offender shall, within the period of time stated in the notice, permanently cease all violations.
(d) Whoever continues a violation of this section beyond the time limit provided for in division (c) of this section shall be fined not more than $500 for each offense. A separate offense shall be deemed committed each 24-hour period that a violation continues. Hours of community service may be substituted for a cash fine if the service is devoted to remedying the impact of obstructions in rivers, creeks and ditches.
