§ 660.11 FILLING AND DRAINING OF LOTS, CELLARS AND THE LIKE; REMOVAL OF PUTRID SUBSTANCES AND OBSTRUCTIONS.
   (a)   No person shall fail to comply with the following requirements within the lawful time after service or publication of the notice or resolution is made as required by law: to fill or drain any lot or land or remove all putrid substances therefrom, or remove all obstructions from culverts, covered drains or natural watercourses as provided in R.C. § 715.47.
   (b)   No person owning or controlling, as a tenant, agent or otherwise, any cellar, lot or parcel of land upon or in which water stands or collects or which is moist or wet by reason of a want of drains or sewers, or by reason of defective drains or sewers, shall fail to drain or sewer the same so as to make the same healthy and dry.

   (c)   Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
