§ 660.10 SIDEWALK OBSTRUCTIONS; DAMAGE OR INJURY.
   (a)   No person shall place or knowingly drop upon any part of a sidewalk, playground or other public place any tacks, bottles, wire, glass, nails or other articles which may damage property of another or injure any person or animal traveling along or upon the sidewalk or playground.
   (b)   It shall be the duty of all owners or occupants of property fronting on the streets of the city to cause the sidewalks and gutters in front of the properties to be kept clear of all rubbish, snow, grass, leaves or any other substances that may accumulate on the same. If any such owner or occupant refuses or neglects to remove rubbish, snow, grass, leaves or other substances within 24 hours after being notified to do so by the Superintendent of Streets and Sewers, the Superintendent shall cause the same to be removed and the expense of the removal shall be recovered against the person so offending by an action in the proper court, brought by the city against the person.

   (c)   No goods, merchandise, boxes, barrels or other articles shall be placed, maintained or kept in front of any store, shop or other place in the city, on or above the sidewalks or in or upon any alley. However, special permits may be granted by resolution of Council for any projection over any sidewalk. No person shall erect or cause to be erected any porch, portico, veranda, stair, steps, arbor, cellar door or other projection contrary to the provisions of this section.
   (d)   No person shall blockade or place any obstruction of any kind whatever upon any street, alley, sidewalk or public ground of the city.
   (e)   No person shall unload upon, or transport any heavy merchandise, goods, material or equipment over or across, any sidewalk or curb without first placing some sufficient protection over the pavement to protect it against damage or injury. The affected area shall be rendered safe and free from danger.
   (f)   No person shall allow any cellar or trap door, coal chute or elevator or lift opening in any sidewalk to remain open without providing suitable safeguards to protect and warn pedestrian traffic of the dangerous condition.
   (g)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
