§ 628.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   (a)   "Discriminate." To treat an individual or group of individuals differently, based on his, her or their race, color, religion, sex, national origin, handicap or familial status.
   (b)   "Dwelling unit." A residential unit providing complete, independent living facilities for one or more persons occupying a single unit, including permanent provisions for sleeping, eating, cooking and sanitation.
   (c)   "Familial status." Any individual who is under the age of 18 years and living with a parent or another person having legal custody of the individual, domiciled with the designee, by written permission, of the parent or other person having custody, or who is pregnant or in the process of securing legal custody of any person who is under the age of 18 years.
   (d)   "Handicapped person." Any individual who has a physical or mental disability which, for the individual, constitutes or results in a substantial handicap; has a physical or mental impairment which substantially limits one or more of the person's major life activities; or is regarded as having such an impairment.
   (e)   "Housing accommodations." Any building or structure or portion thereof which is used or occupied, or is intended, arranged or designed to be used or occupied, as the home residence or sleeping place of one or more individuals, groups or families, whether or not living independently of each other, and any vacant land offered for sale or lease.
   (f)   "Neighborhood." Any area or community within the city which has been recognized as such through custom or usage, and which may be delineated by recognized boundaries, such as major highways, railroads or rivers and other natural barriers.
   (g)   "Occupancy." The purpose for which a building, or a part thereof, is used or intended to be used.
   (h)   "Owner." A person having a legal or equitable interest in property.
   (i)   "Person." One or more individuals, partnerships, associations, organizations, corporations, legal representatives, trustees, trustees in bankruptcy, receivers and other organized groups of persons. It also includes but is not limited to any owner, lessor, assignor, builder, manager, broker, salesperson, agent, employee, lending institution, the city, all other units of local government and any departments, agencies, officers or employees thereof.
   (j)   "Restrictive covenant." Any specification limiting the transfer, rental, lease or other use of any housing because of race, color, religion, sex, national origin, handicap or familial status, or any limitation based upon affiliation with or approval by any person, directly or indirectly, employing race, color, religion, sex, national origin, handicap or familial status as a condition of affiliation or approval.
